The Oregon Department of Human Services is seeking a highly motivated and dedicated Child Welfare Certification Supervisor with leadership skills to lead a team of Social Service Specialists. As a Supervisor for the Children, Adults, and Family Program, come prepared to hit the ground running. The professional interested in this position will have expertise in directing, training and managing staff.

This position is permanent full-time, located in Beaverton (15425 NW Greenbrier Parkway). This position is management service and is not represented by a union.

This is what you will be doing:

Provide clinical supervision to child welfare caseworkers. Supervision is a multi-layered process that involves a number of different roles and responsibilities, which includes group and individual supervision. Clinical supervision focuses on the actions, responses, and decisions of the caseworker in providing services to clients in a regular, ongoing and systematic way.

The activities of the supervisor which are directed toward implementing the organizational objectives and helping to ensure that the quantity and quality of work achieves standards articulated or assumed for the agency. This function involves planning, executing, monitoring, and evaluation activities to accomplish the work of the agency through the staff. It requires leadership and an assurance of compliance to policy and procedure. Aspects of this work include:

+ Regular, individual conferences with staff;

+ Setting standards of performance for staff to assure consistent, high quality practice;

+ Using the Dashboard performance report and OR-KIDS/ROM data to insure that staff, individually, are meeting the department's outcome measures on a case by case basis.

This position will coach, train and develop staff. This includes: helping new workers to understand the job and developing beginning competence; assisting in engaging workers in adopting new skills; maintaining an ongoing emphasis on developing staff competence to complete the critical casework function; and assisting senior level workers in their career planning. Aspects of this work include:

+ Assuring that staff have the required training necessary to do the job;

+ Providing general orientation, training and mentoring for new employees. Training staff on DHS policies, procedures and general guidelines;

+ Observing and coaching direct service performance of staff by occasional observation of home visits, office visits, court hearings, CRB's and Family Decision Meetings.

+ Throughout, the supervisor seeks to elicit the thinking of staff, as this is the key to adoption of new practice.

+ Using annual performance appraisals to monitor and measure progress.

The casework activities that clinical supervision focuses on include:

+ The ability of the caseworker to engage the client;

+ The rapport or the helping relationship between the caseworker and the client;

+ Risk and safety assessments and the associated decisions and plans;

+ Comprehensive child and family assessments;

+ The development of a case plan with the family;

+ Casework decision-making;

+ Essential casework activities designed to facilitate change;

+ The review and evaluation of client progress.

Management Activities: General personnel actions such as hiring, performance appraisals, disciplinary actions, locking time, and signing off on leave requests. Manage email, participate in leadership team meetings, and perform electronic approval.


Usual office work and supervision is required with periodic travel and occasional over-night trips. Employee must be willing to take emergency night and weekend calls. Position may require public relations work, including occasional meetings and public speaking. Some use of personal vehicle may be required. Phone and office contact with clients including angry, upset or hostile clients is necessary. Irregular work hours and some weekend work are expected.

We are looking for candidates with a work history that demonstrates skill with the following:

+ Experience providing clinical supervision to child welfare casework staff.

+ Recent Child Welfare work experience.

+ Experience implementing organizational objectives and ensuring that the quantity and quality of work is achieved.

+ Experience that includes planning and achieving results, communication, superior customer service, resource management, teamwork, continuous improvement, leadership, cultural competence and managing people.

+ Experience interpreting complex documents such as policies and procedures and evaluating the impact it has to your work area.

+ Experience reviewing and evaluating ongoing program delivery services to clients and ensuring that branch procedures, program policies, and security procedures are current, functional, and applied according to established policies and procedures.

This is what you need to qualify:

Bachelor's or higher degree in Social Work/Human Services, or related field AND two years of direct experience working for a Protective Services Agency (providing protective services to children, adults, families, seniors and/or people with disabilities) as a caseworker.


Bachelor's degree in a field not closely related AND Two years of experience in supervision, staff-technical, or professional-level work of human services related experience (i.e., work experience, paid and non-paid, providing assistance to individuals and groups with issues such as economically disadvantaged, employment, abuse and neglect, substance abuse, aging, disabilities, health, cultural competencies, inadequate housing). This experience must have included at least one year program/project leader responsibility related to human services which included one or more of the following areas:

+ Development of program rules and policies;

+ Development of long- and short-range goals and plans;

+ Program evaluation; or

+ Monitoring, controlling or preparing a budget.

Requirements for position: Successful candidates for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following convictions are likely to result in being disqualified for this position: Felony Convictions, Computer theft, identify theft and fraud. CJIS Clearance is done at the conditional job offer.
